NJ.com is reporting that despite complaints from 100 residents over the past 3 weeks, and legal action filed by the DEP, a Morris County Superior Court Judge refused to allow the landfill to close until the operator covers all discarded waste materials with six inches of clean soil, which is required under its agreement with DEP.
