Waste & Recycling reports that CITGO Petroleum Corp. failed to maintain storm water tanks and adequate storm water storage capacity at its Sulphur, Louisiana refinery. As a result, 53,000 barrels of oil spilled into the Indian Marais and Calcasieu Rivers between June 19 and June 20, 2006. In pleading guilty, the company has been fined $13 Million Dollars. The fine is the largest ever for a criminal misdemeanor of the Clean Water Act.
